The film draws a parallel between the hardships faced by both the city's residents and the thousands of stray dogs that roam the streets. Many of these dogs are helped and given a home by individuals whose extraordinary compassion and good humor in the face of poverty and adversity gives this film its soul and purpose.

These unique characters and their stories combine to create the narrative for this film, which is a homage to the spirit of the inhabitants of Bucharest. It shows us a world that most western Europeans know little about.
