Latin America's prisons are notoriously dangerous and overcrowded environments, where inmates are left to fend for themselves. Authorities only secure the gates and entire jails are ruled by ruthless criminal regimes.

Peru's Lurigancho is one of the toughest male prisons in the world. Although most of the prison wings are run by the most powerful bosses, something diff erent has taken place in Lurigancho's Block Seven. For the past 20 years the inmates of Block Seven have chosen to not be ruled by fear but to run their own democratic elections and vote for their own government. This is their story…
